While barcodes to phone camera web links are also possible with standard 1D line array barcodes, typical barcode contain so much less data, they are not practical for web links. Longer length barcodes can serve up enough data for a web link, but there are practical limits for printing and size of 1D barcodes, UPC item codes, by going 2D in a QR code that's hundreds of times more data in a smaller area, that is much easier to scan with your phones camera.
